Process Description
This process is used to enter and approve work statements prepared by a subcontractor representative and approved by a contractor representative.
The process is practically identical to the process between the contractor and the client described in the “Contractor SPP” section. The main difference is that there are usually multiple subcontractors on a project, so the process runs simultaneously with several subcontractors.
The role of the approver of performed works is assigned to the contractor representative rather than the client representative.

The process consists of the following steps:
1. The Project Administrator creates a new period for entering Performed Works. The subcontractor representative is notified by email that they can enter work statements for the given period.
2. The subcontractor representative enters the proposed consumption of individual budget items for the given period. Once the proposal is complete, they submit the Measurement Report for approval by the contractor representative. The contractor representative is notified by email that the SPP has been prepared by the subcontractor and is ready for approval.
3. The contractor representative reviews the proposal and changes the status of the items as appropriate. This can be done for individual items or in bulk. Items can be approved as proposed, their quantities or consumption can be changed, or the consumption of an item can be rejected entirely. If the contractor representative does not want to close an item, they can change its status to In Negotiation. If the contractor representative considers all items to be resolved, they can approve and lock the Measurement Report for the given period. If some items remain In Negotiation, they return the Measurement Report to the subcontractor representative for changes. Their comments can be entered in the comment field for the item. The subcontractor representative is notified by email that changes need to be made in the SPP.
4. For items with the In Negotiation status, the subcontractor representative enters a new proposed quantity and submits the revised Measurement Report for approval. The contractor representative is notified of the submission.
5. The contractor representative repeats the procedure described in step 3 for items that are in the In Negotiation status.
6. Once the contractor representative approves and thereby locks the Measurement Report, the subcontractor representative receives an email with the Measurement Report for the given period attached. The report is automatically generated and electronically signed by the system. The subcontractor should use this PDF document as the basis for issuing an invoice and attach it to the invoice in electronic or printed form.
