The Offer Program is a tool for conducting tenders for contractors of construction, materials and services. It is primarily designed to operate in combination with KROS 4 or RSV programs.

With KROS4, Offer is available in the basic version - Offer and Extended Version - Pro Offer. In addition to these versions, there is a RSV Offer, which is a module of the RSV Information System - Building Management of First Information Systems, s.r.o. These versions differ in functionality. If some features only appear in a certain version, it is always listed in the help text.

The selection procedure is carried out in several steps. Tenderers tend to be either in the role of public or private investors, or they are contractors who require subcontracts, materials and other services. Each of these groups has a different way of working both in budgeting and calculation, as well as during the selection process. The New Offer Program is ready to cover all the requirements and variations of the work practices that the authors have encountered in their current practice.

An investor in the KROS 4 program works on the Budget tab, where it may or may not have indicative prices. Input (item statement) is created either by the Public Procurement in KROS 4 or the Offering. Candidates are not appointed by the contracting authority, but they themselves report to the CA (the most common option). Tenders shall be submitted in envelopes containing both a carrier and an electronic form of the offer. They are loaded into the Offerta only after opening the envelopes. The selection procedure is usually one-sided. The winner is one bidder.

The supplier in KROS 4 usually works on the Calculation tab. The selection procedure is carried out at the bid stage and usually repeats it after the contract has been awarded. In the realization phase, the supplier has already set the costs from the offer, which he / she sees as the cost limit for the DD listed. As the second limit, then the congratulatory selling price. The assignment is sent to the set of candidates at their own discretion. In the event of a combination with the RSV system, a sophisticated database of subcontractors uses information about their activities, scope, history of evaluation based on experience from other orders, certificates, authorizations, attestations, and so on.

Queries are sent by the vendor mostly by e-mail, and bids are accepted back in the same way. They then load individually or are imported automatically.

Tendering may take place in multiple forms. The bidder's prices (especially in the bidding phase) can be customized, combined and optimized by the user. The result of a VR may also be the division of work between multiple vendors, so the VD may have more winners. In larger companies, other information system processes can be established, such as the approval of the winner of the MC, At the same time, overviews are used across all constructions, individual subcontractors broken down by periods, and the like.

The investor will use multiple rounds of selection. Depending on individual needs, its procedures may be closer to those described in the Investor of Public Procurement or those described in the Construction Contractor section.

All the types of users described above can use Internet auctions, which may be a separate selection procedure or only the last round of a competitively run competition. The Internet auction auction module is data-integrated, but is not part of the Offer program. This module needs to be purchased and implemented separately.

The Offer Program comes in the Basic (Offer) or Enhanced Configuration (Oferta Pro) configuration. The difference in functionality of both versions is described in the following table.
